Morocco has just gone through the full process of forming a government. If you are wondering how an election result becomes a cabinet, here is the sequence, using the 2026 timeline as an example.
Step 1: The election
Voters elect the House of Representatives, the lower chamber of Parliament. A party needs 198 seats for an absolute majority, which no party reaches alone because of the electoral system. In 2026 the vote took place on September 23, and the Authenticity and Modernity Party (PAM) came first.
Step 2: The head of government is named
Under Article 47 of the 2011 constitution, the head of government is appointed from the party that wins the most seats. This is why Fatima Ezzahra El Mansouri, PAM’s coordinator, received the appointment on September 29, 2026.
Step 3: Coalition talks
The designated head of government then negotiates with other parties to assemble a majority and agrees on how posts will be shared. In 2026 the talks produced a four-party coalition made up of PAM, Istiqlal, USFP and PPS.
Step 4: The cabinet is named
Ministers are appointed on the proposal of the head of government. The appointment ceremony took place in Rabat on October 16, 2026.
Step 5: The program and the vote
The new government presents its program to Parliament, and the House of Representatives votes on it. Only after that vote does the government formally begin its work with full parliamentary backing.
